森林火灾扑救人员调度关键问题的研究

摘　　要：森林火灾扑救人员调度是森林火灾指挥扑救工作的重要组成部分,是快速高效扑灭森林火灾的关键。分析了扑救人员调度的流程,提出了单应急点多出救点的扑救人员调度过程中涉及到的3个关键问题:应急信息数据库的组织与管理、应急地点扑救人员数量的确定及多救点人员的分配,并给出了3个问题的相应解决方法,可为森林火灾指挥扑救工作提供科学依据。The manpower deployment is an important part of work in the forest fire suppression.It is a key to put out forest fire rapidly.The flow for the manpower deployment was analyzed.The three key problems were proposed about the manpower deployment of single emergency point and multi rescue points：establishment and management of emergency information database,determination of rescue personnel quantity and personnel allocation for different rescue points.The solution for the three key problems were given,which can provide scientific basis for forest fire suppression.
