摘　　要：欧盟行政法的基本原则对欧盟成员国行政法发展产生了重要影响,近年来,欧盟法所确定的一系列原则充实了意大利行政法基本原则的内容,如合法性原则、公正原则、良好行政原则,而欧洲法院所确定的一些原则促使意大利引入了一些原先并不存在的新原则,如比例原则、合法信赖原则等。意大利行政法基本原则的发展与变化,表明了欧盟范围内一些共同原则的形成,成员国之间的行政法形成了开放的体系,各国制度之间的效仿与移植现象也渐渐增多,欧盟行政法正在逐渐趋于一体化。The basic principles of U.N.Administrative Law impact the development of the U.N.members＇ administrative laws deeply.In recent years,on one hand,the U.N.Law fleshes out the content of basic principles of Italian administrative law,such as legality,justice and good administration.On the other hand,some principles set down by the European Court of Justice urge the Italian administrative law to introduce some new principles,such as proportionality,legitimate trust,etc.The development and change of basic principles of Italian Administrative Law represents the formation of some common principles within the U.N.,i.e.the members＇ administrative laws are forming an open system,the follow and transplantation phenomenon among different nations are increasing,and U.N.members＇ administrative laws are becoming more and more integration
