摘 要:绩效考核作为一种较为科学、先进的管理手段,在国内首次全面应用于各级疾控机构,是卫生防疫或疾病预防控制工作管理史上的一个里程碑。但在实际考核中发现所定指标目标值与省级疾控工作现状有一定的距离。该文重点分析了湖南省疾控中心科教考核指标不达标的原因,探讨争取达标的可能性,提出了加强科教能力建设等系列建议。As a scientific and advanced management,performance assessment is utilized to evaluate the achievements of disease control and prevention(CDC) organizations at all levels national wide in China for the first time.It is a milestone in the history of disease control and prevention management.It was found that the target values of some assessment indicators set by MOH did not accord with the present status of CDC at provincial level when Hunan Provincial Center for Disease Control and Prevention(HNCDC) was appraised.In this paper,the main causes for HNCDC that was unable to meet the national requirement in science and education were analyzed.The potential approaches to reach the target value were explored,and some suggestions as to science and education capacity building were offered.
