摘　　要：律师人大代表和政协委员拥有法律专业优势和较强的参政议政意识,具备较高的参政议政能力和水平。建国初期律师人大代表和政协委员当选比例较高,参政议政人数较多。为了更好地发挥律师参政议政的作用,需要改革现行的人大和政协制度,完善人民代表候选人提名和选举制度,提高律师人大代表和人大常委的比例,加强人大代表和选民的联系,政协中增设法律界别或律师界别。With professional advantages in laws and stronger awareness of participating in the administration and discussion of state affairs,NPC representatives and CPPCC members from lawyers have higher ability and level of participating in the administration and discussion of state affairs.During the initial stage of new China,a high proportion of NPC representatives and CPPCC members were selected from lawyers.To make better use of the lawyers＇ role in participating in the administration and discussion of state affairs,we need to reform the present NPC and CPPCC system,perfect the system for the nomination of candidates and selection of NPC representatives,increase the proportion of lawyers selected as NPC representatives,and add the legal sectors or lawyer sectors in the CPPCC.
