摘　　要：本文从分析国家创新体系运行关系入手,建立国家创新能力的概念模型,采用系统动力学方法,绘制国家创新体系运行的因果关系图和系统动力学流图,通过计算机仿真模拟,分析不同输入变量或不同变量组合情况下输出变量的变动情况,探讨国家创新能力的形成机理,以期为提升中国国家创新能力的战略设计提供科学的决策依据。This paper attempts to analyze the operating relationship of national innovation systems. First, we design a conceptual model of national innovative capacity. Then we use the method of system dynamics （SD） and draw the causal loop diagrams and stock flow diagrams. After using the computer simulation, we aim to analyze how different input variables and combination of variables impact on output variables. Finally, according to the results, we discuss the formation mechanism of China＇s national innovative capacity and provide scientific decision-making for the strategic planning for the improvement of China＇s national innovative capacity.
