摘　　要：数字图书馆建设是网络信息时代对文献信息服务需求的必然要求。地方专题特色数据库是衡量中小城市高校图书馆服务质量的重要标准之一。文章根据中小城市地方高校及其图书馆的社会职责,从地方特色专题数据库建设对保护与传承地方文化、促进地方文化产业发展、提升高校科研水平、加强图书馆自身建设和丰富及优化网络资源等方面所起的积极作用,阐述和论证中小城市高校图书馆建设地方特色专题数据库的必要性,借以促进数字图书馆发展,强化图书馆服务社会功能。Digital library building is necessary in the net-information modern time.The level of special region database building is one of criterions for the service of university libraries in middle cities.Based on analysis of social responsibility of university and its library in middle city,the article integrates with the functions of special region database building,such as regional culture protecting and spreading,regional culture industry development,university science research promoting,library basic instruction and net document resource enriching,and discusses the necessary work of the special region database building of university library in middle city.All above can help for the digital library building and the social service of university library.
