摘　　要：公立医院是履行医院社会责任的主体,强调医院公益性的回归是公立医院改革的重点。文章在进一步明确公立医院公益性的基础上,结合公立医院改革的措施,从政府、医院和社会的角度,对公立医院社会责任的实现机制进行探讨,使医院能更好地履行社会责任,保证医院的公益性。Public hospitals are the main body of hospitals to fulfill social responsibilities.The medical health system reform also emphasizes the return of nonprofit nature of public hospitals.On the basis of clarifying the definition of public benefit,this paper discusses the realization mechanism of public hospital social responsibility to make public hospitals better fulfill the social responsibility and ensure the public benefit,from the degree of government,hospitals and society,combining the measures of public hospital reform.
