摘　　要：论述了公共图书馆公益性的起源、公共图书馆公益性现状分析,以及通过图书馆公益性实现读者权益保障的具体措施。In this paper,the origin and the current situation of the public welfare of public library were described,and the specific measures to guarantee the readers＇ rights were proposed.
