资源型城市发展的重要规划——张謇的《徐州应建行省议》

摘　　要：张謇对南通乃至中国现代化的贡献为世称道,然而他对苏北地区社会变迁的贡献却少有评价。1904年,张謇撰《徐州应建行省议》条陈,建议以徐州为中心设立行省,并为徐州地区经济发展规划设计了具体路径。他主张在利用煤炭资源的同时,综合利用其他矿业资源、农副产品资源及再生资源;在发展煤矿的同时,综合发展农业、商业、教育以及其他工业。他深刻总结经营活动中资源匮乏的教训与综合发展的经验,准确把握徐州地区现实资源多样性与历史传统复杂性,规划启动了综合利用的实践,调整了煤炭独大的产业结构。张謇建立行省的建议虽被清政府否决,但其综合利用、综合发展的规划思路,对资源型城市徐州及周边地区日后的发展发挥了重要作用。ZHANG Jian has been highly praised for his contribution to the modernization of Nantong and even China,but there have been few comments on his contribution to the social transformation of north Jiangsu areas.In 1904,ZHANG Jian compiled The Establishment of Province in Xuzhou,in which he proposed to establish a province in Xuzhou and designed concrete planning for the economic development in Xuzhou.He maintained the integral utilization of mines,farm produces and recycling resources together with charcoals.He also proposed the development of agriculture,business,education and other industries together with coal industry.He concluded the experience and lessons from previous activities,grasped the versatility and complexity of Xuzhou,and restructured the industrial organization.Though his proposals were finally denied by the Qing government,his thoughts in the planning played an important role in future development of Xuzhou and neighboring cities.
