摘　　要：目的:探讨新医改环境下我国乡镇卫生院规划的科学路径与方法,为政府制定乡镇卫生院的相应管理政策提供参考依据。方法:通过文献分析法、专家咨询法、多输入加权优序图法、两步聚类法、TOPSIS综合评价法以及贝叶斯判别分析法确定我国各类乡镇卫生院规划设置的参考方案。结果:我国乡镇卫生院规划设置指标体系分3大模块、35个核心指标,乡镇卫生院依据经济、地理、人口状况3方面的不同聚成4类,每类乡镇卫生院分别拥有独立的规划设置参考值标准。结论:该研究将有利于实现乡镇卫生院的长足发展与规划的合理性,促进卫生资源的有效配置,改善和提高区域内卫生综合服务能力,使之能更好地为居民提供良好的公共卫生服务和基本医疗服务,满足不同层次的卫生保健需求,最终缩小地区间、人群间的健康差异,提高人民群众的健康水平。Objective：To explore the scientific pathways and ways of planning of township hospitals under circumstances of new medical reform in China,provide the reference basis for government to make corresponding management strategies of township hospitals.Methods：Document analysis,expert consultation,multi-input weighted ordered graph method,two-step cluster method,TOPSIS comprehensive evaluation method and Bayes discriminant analysis were used to establish the reference projects of planning and setting of township hospitals at all levels in China.Results：The index system of planning and setting of township hospitals in China was divided into 3 blocks and 35 core indexes,the township hospitals were divided into 4 categories according to economic situation,geography and demographic situation,the township hospitals in each category owned individual reference values of planning and setting.Conclusion：The study contributes to realize the rapid development and rationality of planning of township hospitals,promote the effective allocation of health resources,improve and increase the comprehensive healthy service ability of health care within the region,which can supply good public health services and basic medical services to residents and meet the health care demands of different levels,then narrow the regional and crowd differences to improve the health level of the people.
