关于大连创建东北腹地综合服务功能区的战略推进论证——基于后危机时代到来之际的大连城市发展战略取向

摘　　要：在后金融危机时代到来之际,为进一步加快东北区域经济的一体化进程,要努力在东北第一港口城市——大连建立一个具有示范意义的综合服务功能区。为此,应对大连创建东北腹地综合服务功能区做出科学的对策创意:扩大城市体量和经济总量,为创建腹地综合服务功能区打基础;深度挖掘港口内在潜力,建立协调共赢合作机制;提升现代服务业发展水平,创建多元化服务功能区;大力发展腹地外向型经济,深化海陆产业联动模式。As the era of post-crisis is coming,it is necessary to make efforts to build a zone with comprehensive and multi-functional service in Dalian——the first harbor city in Northeast in order to quicken the integration of regional economy in this area.Therefore,scientific countermeasures should be taken as follows： to increase the urban volume and the total economic outputs of Dalian so as to lay foundations for the construction of corresponding zones in the hinterland of Northeast;to further deepen the harbor capacity and establish a mechanism of coordinated win-win cooperation;to upgrade the modern service industry and build a zone with diversified service functions;to strengthen the export-oriented economy in the hinterland and intensify the linkage model of sea-land industry.
