摘　　要："一事一议"制度在产生之初是农村社区公共产品供给的重要机制,随着农村基层民主的发展,"一事一议"制度被有效地引进到村民自治当中,成为了村民自治的重要内容与实现村民自治的重要途径。运用系统方法,站在系统整体的角度,对"一事一议"制度在村民自治中的作用进行全面解读,可以加深对这一问题的认识。"一事一议"制度不仅促进了农村公益事业的发展,而且加快了村民自治发展的脚步,是普通村民表达诉求、民主监督、当家作主的好形式,也是从源头上防止腐败,培育农村新风尚的重要途径。＂One Case,One Meeting＂ system becomes the main mechanism of rural public goods supplies.With the development of rural grass-root democracy,＂One Case,One Meeting＂ system is not only an important element of Villager Autonomy but an efficient path to the realization of democracy at the grassroots level in village.By using the system analysis method,we can gain a comprehensive and correct understanding of ＂One Case,One Meeting＂ and its position and role in the whole scheme of Villager Autonomy.＂One Case,One Meeting＂ system promoted the rapid development of village-level public utility and improved villagers＇ self-government system.＂One Case,One Meeting＂ system can help ordinary civilians express their complains,democratic supervision,and manage affairs;It is also to administer corruption,cultivate rural new custom.
