垄断产业放松规制改革对收入分配的影响

摘　　要：近年来垄断产业的高收入问题引起了社会各界的广泛关注。垄断产业高收入的主要原因在于信息不对称下政府对垄断企业的垄断保护。解决我国垄断产业高收入问题的根本出路在于放松规制,引入竞争。通过建立委托—代理模型,发现放松规制能够降低垄断产业的高收入,有利于缓解收入分配不均现象。利用OECD主要国家的面板数据进行实证分析,发现放松规制可以降低我国基尼系数16.7%,大大缓解收入分配不均的现状。In recent years,the issue of high income of monopoly industries has widely attracted concerns from all walks of life.The major reason for the high income of the monopoly industries is the protection of the government to the monopoly enterprises under asymmetric information.The fundamental way out for this problem is to loosen the regulations and introduce competition.By establishing a principal-agent model,this study reveals that deregulation can bring down the high income of the monopoly industries,which is helpful to relieve the uneven income distribution.This paper also conducts an empirical analysis with the panel data from the major OECD countries;it is found that deregulation can decrease China＇s Gini coefficient by 16.7%,which can relieve the uneven income distribution greatly.
