矿区矿产和土地资源一体化审批管理模式研究及设计

摘　　要：在目前的管理体制下,在国土资源管理部门的职能范围内,矿区开采活动的行政审批事项很多,申请资料繁杂,行政审批效率较低。为了提高行政审批效率和行政管理水平,本文提出了矿区矿产和土地资源行政审批一体化的管理模式,即项目审批管理模式。通过对矿区开采活动所有行政审批事项的整合、审批程序的优化、申请资料的精简,提高行政审批效率和行政管理水平,减轻审批申请人的负担,为其提供更便捷的服务,为行政管理制度的改革和国民经济的发展起到促进作用。In the current administrative system,the land and resources departments,in their range of duty only,suffer a low efficency from the large quantity of adminitrative examination,approval for mining and the complexty of application documentations.This paper brings forth a intergration mode of adminitrative examination and approval for mines and land,aka the project examination and approval management mode.By intergrating the items in adminitrative examination and approval for mining,opimizing the processes of examination and approval,reducing the documents needed for the applications,this mode eases the burden for both the applicates and the approvers to provide more convinient services and elevate the efficiency in adminitrative examination and approval,which promote the reform for adminitrative management regulations and development of national economy.
