创业投资引导基金运作模式的国际比较与中国选择

摘　　要：创业投资引导基金是许多国家和地区普遍采用的支持产业投资的政策之一。国外引导基金主要采取了三种运作模式:以美国为代表的融资担保模式,以以色列为代表的基金参股模式和以英国为代表的复合支持模式。而国内引导基金近年来发展迅速,设立形式多样,已取得了初步成效。本文对我国引导基金的情况进行了归纳,分析了国内现有的运作模式,并指出了我国引导基金运作模式的现实选择和发展方向。Venture capital leading fund is one of policy that many countries adopt to promote the industry development.Foreign leading funds mainly adopt three modes of operation：represented by America＇s financing guarantee mode,Israel as a representative of fund shares and the composite support patterns represented by British.Whereas domestic guide fund has developed very rapidly in recent years and set up all kinds of forms,they already have acquired preliminary achievements.Using completely mode of cases and analysing the existing inductive method,this paper points out the realistic choice now and the development direction in the future of operational model of our country leading fund.
