摘 要:以污染物排放总量控制为指导思想,利用ARCG IS 8.1空间分析功能,提出了实施以陆源污染防治为重点的近岸海域水污染控制规划。针对胶州湾东北部污染较为严重的现状,通过污染源现状调查,确定了该海域的污染状况。在划分排污单元的基础上,预测了2015年的污染源排放总量和主要污染物的环境容量。根据环境容量计算结果,从合理利用海洋物理自净能力的角度出发,综合考虑环境、经济、社会影响,提出三个规划方案,运用多目标决策方法,最终确定污水回用方案。海域水环境规划的实施,对控制胶州湾东北部海域水污染,促进海域内社会、经济和环境的协调发展将起到十分重要的作用。In view of serious pollution in northeast of Jiaozhou Bay,the coastal pollution control plan deals with that the stresses on land-based pollution prevention was put forward based on spatial analysis ability of ARCGIS 8.1 under the guideline of total pollutant control.The pollution status of the area was known by means of the pollution survey.The environmental capacities of main pollutants and total amount of the pollutant in Jiaozhou Bay in 2015 were calculated on the base of division of pollutant discharged cells.Through the marine self-purification ability according to the results of environmental capacity,the three plan schemes were made.Through further multiattribute decision analysis from environment,economy,social effect,the sewage reuse scheme was recommended.It was important for application of water environmental plan to control the water pollutant in northeast of Jiaozhou Bay,which can help the society,economy and environmental to develop harmoniously.
