摘　　要：分析了海洋功能区划层级体系的现状和存在问题,借鉴土地利用规划、城市规划的层级和控制体系,以及"反规划"的主要思想,考虑行政区划体制对海洋功能区划层级设置的影响,初步设计了以层级体系的指导思想、原则、层级控制方法、层级设置和任务内容等为构架的海洋功能区划层级体系,旨在为海洋功能区划目标层层落实提供保障。In this study,the status and problems of the hierarchy of marine function zones were analyzed.Benefiting from the hierarchy and control system of the land-use planning and the urban planning,as well as the main idea of ＂anti-planning,and considering the influence of Administrative Regionalism System on the settings of the hierarchy of marine functional zoning,the framework of the hierarchy of marine functional zones was designed.The framework was comprised of the guiding ideology of hierarchy,principle,hierarchical control methods,level settings and content.It was aimed to provide the support for the goals implement of the marine function zones at all levels.
