摘　　要：社会管理创新就是通过更新社会管理理念,构建新的社会管理模式,形成新型社会管理格局,建立起促进和谐的社会机制。协同治理强调除政府外,市场、社会组织同样可以成为社会管理主体。社会组织具有服务多样、灵敏高效等特点,是实施政府职能的重要组织力量,又是建立市场经济体制必备的支撑体系。引入社会组织作为社会管理主体,以协同治理应对政府和市场协调的失败,达到资源配置的最优化,能最大程度地促进和保障公民权益。The innovation of social management is to update the ideas of social management,build up new models of social management,form new patterns of social management,and set up a social mechanism promoting harmony.According to the idea of cooperative governance,the market and social organizations,in addition to the government,can also become one of the subjects of social management.Characterized by diverse services and high sensibility and high efficiency,social organizations are an important organizational force performing the duty of the government,and a necessary supporting system required for establishing the market economy system.By introducing social organizations as one of the subjects of social management and making up for the failures of the government and the market by cooperative governance to realize optimal resource allocation,the rights and benefits of citizens can be protected and promoted to the maximal degree.
