论我国新能源技术专利战略的构建

摘　　要：新能源技术对于延缓气候变暖、转变我国经济增长模式、提高创新能力具有十分重要的意义。现阶段我国新能源技术的发展机遇与挑战并存:国际社会对新能源技术高度关注并采取各种措施、外国投资机构的进驻,为我国新能源技术发展带来了机遇,然而新能源领域遭受的绿色贸易壁垒和可能的诉讼,阻碍了我国新能源产业的发展;在国内政策扶持力度不断加大、技术创新能力不断提高的同时,我国新能源产业面临缺乏自主知识产权、资助不足及相关政策难以落实等问题。笔者通过对上述问题的分析,系统地提出了构建我国新能源技术专利战略的对策建议。New energy technology is very important to postpone climate change,transmit economy growth model and improve innovation capability in China.Currently developing opportunity and changes coexist in China.The international society pays high attention to new energy technology and takes many measures to develop it,and foreign investing agencies come to China to invest,which bring chance to develop new energy technology,while the green trade barriers and possible litigation in foreign new energy field block the development.When related policies are improved to support new energy industry and innovation capability is enhanced gradually,the field is plunging into a dilemma,which includes lack of independent intellectual property right,insufficient investment and unmatched policies.The author probed the present questions in new energy technology strategy and put forward systemic suggestions to reconstruct new energy technology patent strategy in China.
