河南省科技投入与经济增长的灰色关联分析

摘　　要：在分析河南省科技投入现状的基础上,利用灰色关联分析法对国内生产总值与R&D经费内部支出、财政科技拨款、科技人员投入间的关系进行实证研究,结果表明河南省科技投入与经济增长间存在较强的正相关关系,其中,财政科技拨款的作用最为显著。基于此,提出发挥财政科技投入的引导作用,提高财政科技拨款的使用效率,积极拓宽科技资金融资渠道,吸引战略投资者和风险投资机构投资,为科技资金需求量身打造信贷品种,建立和完善科技人才引进和激励机制。Based on the analysis of the conditions of science and technology input in Henan province,by the method of grey correlation analysis,the relationship of the science and technology input and the economic development in Henan Province is studied empirically.The result shows that a positive relationship exists between the science and technology input and the economic development in Henan Province.What＇s more,the government input plays a more important role in economic development.Therefore,it is proposed that the government should exert the leading role of science and technology input,improve its efficiency,enlarge the science and technology financing channels,attract strategy investors and risk investors,innovate the credit kinds for science and technology fund demands,and improve the introduction and inspiration system of Henan Province.
