摘　　要：创新性是高新技术产业集群不同于其他组织的主要特征,关系互动是集群竞争优势的来源,基于关系基础上的集群治理及其效应的发挥是防范集群风险并保持稳定性的重要保证。Innovation is the most apparent character of the high-tech industrial cluster that is different from other organization.The relationship between the individuals is the source of the clusters advantage.The cluster governance based on the relationship is the good guarantee on controlling the risk and the stability of cluster.
