摘 要:为落实新医改向群众提供安全、有效、方便和价廉的医疗卫生服务的目标,2009年8月18日《国家基本药物制度》开始实施。为保障基本药物流通安全,探寻适合新医改目标的基本药物流通模式是各地政府必须面对的关键问题之一。通过对新医改基本药物制度主导的流通模式进行分析,发现多地采取的流通模式有配送难到位、配送成本高、服务质量难保证和与法律法规相冲突等问题。建议在政府主导下,制定符合法律法规并适合当地情况的配送企业进入机制,在城市和发达地区采用一级配送到位,同时发展现代物流配送为手段的配送模式,构建省、市(县)的二级配送网,满足不发达地区和交通不便的边远农村群众的基本药物需求。In order to implement the new medical reform object of offering the public with safe, effective, convenient and affordable medical and health services. National Essential Drugs System construction work was launched on August 18th, 2009. To protect the safety of distribution of essential drugs, local governments have to face the key issues of exploring new schemes suitable for new medical reform targets mode for essential drugs. According to our research and analysis predominated in the new medical reform of the flow patterns for essential drugs, some problems, such as inaccurate and high-cost distributions, unwarranted quality of service, conflicts with laws and regulations, and so on, were found in some places' distribution patterns of essential drugs. With the government leading, we suggest building enterprise entering mechanism in accordance with laws and regulations and suited to local conditions. We can build first-level distribution methods in cities and develop modern logistics and distribution as means of distribution patterns. And we can build secondary distribution network among province, municipality and county to meet basic demand for drugs of rural people living in remote and inaccessible areas.
