森林旅游资源开发中的外部环境成本补偿机制研究

摘　　要：森林旅游资源所具有的良好的景观观赏性和生态环境越来越受到游客的青睐,但旅游所带来的外部环境成本却日益加大,造成了森林旅游资源的破坏,损害了居民利益。因而对我国森林旅游资源开发中外部环境成本进行补偿迫在眉睫。采用定性与定量的方法分析了补偿主体、补偿对象、补偿标准、补偿途径和补偿金的征收与管理等问题,构建外部环境成本补偿机制,从而实现森林旅游资源的可持续利用和保障居民的合法利益。Forest tourism resources of good landscape and ecological environment win the favor of tourists,but resources damage and the interests of residents threat are more and more serious.So the development of forest tourism resources to compensate for the cost of the external environment is urgent.This paper uses the method of qualitative and quantitative analysis on the compensation object,compensation main,compensation standard,compensation approach,compensation method and fund collection and management to build a compensation mechanism for the external environmental costs in order to achieve the sustainable use of forest tourism resources and to protect the legitimate interests of the residents.
