摘  要:传统挣得值方法在监测进度绩效时,不能区分挣得值来自于关键路径还是非关键路径上的活动,在监测费用绩效时,不能区分早期费用绩效与近期费用绩效对当前费用绩效的影响,因此造成监测结果不能准确反映项目的实际进展。从理论和算例分析两方面分析了传统挣得值方法及其他学者提出的改进方法(含权挣得值法和挣得工期法)存在的局限性。在此基础上,提出了一种新的集成改进方法,在进度绩效监测方面,根据监测时各活动的总时差决定活动的关键程度,提出含权获工期法,将调整权重方法与挣得工期法结合;在费用绩效监测方面,区分不同监测时期的费用绩效对项目未来费用绩效的影响,提出含权费用绩效指数法。研究表明,改进方法挣得的监测结果为项目进度和费用绩效的评价和预测提供了可靠依据。The traditional earned value method could not distinguish between the earned value from activities on critical path and non-critical path,and when monitoring the cost performance,it could not differentiate the early cost performance from the late,which renders the monitoring result not bing able to reflect the actual progress of the project.The limitations of the traditional method and some improved methods(the weight earned value method and the earned schedule method) developed by other scholars are analyzed from theoretical and practical aspects.A new integrated method is proposed to monitor the schedule performance,namely,the weighted earned schedule method which combines the adjusted weighted method and the earned schedule method is used to decide the criticality by total float of the activities at monitoring time.To monitor the cost performance,the weighted cost performance index method is used to differentiate the effect of cost performance at different monitoring times to the future cost perofrmance of the project.The monitoring results from this improved method provide a reliable foundation to evaluate and forecast the project's schedule and cost performance.
