摘　　要：介绍了即将实施的英国新电力市场模式的目标、特点和总体方案。重点阐述了平衡市场中的竞争、调度和不平衡结算，给出了阻塞调度费的计算方法。另外，讨论了网络约束对其他市场的影响、如何对付市场投机行为、英国国家电网公司（ＮＧＣ）在新的市场模式下的职责等问题。简要说明了电力市场模式改革的组织机构。This paper presents the objectives, features and overall structure of the proposed UK new electricity market arrangement. Particular emphasis is given on the competition, dispatching and imbalance settlement in balancing market. Some discussions are also made on the effect of constraints on other markets, how to deal with the bid gaming, and the role of NGC in the new mode. Finally, the organization which leads this reform is outlined.
