摘　　要：国务院办公厅《关于创业投资引导基金规范设立与运作的指导意见》,规范了引导基金的运作。区别于商业创业投资基金绩效评价,本文提出了基于引导基金政策效应的绩效评价价值取向,建立了以引导基金政策效应为核心的政府导向型创业投资基金绩效评价指标体系,为引导基金绩效评价开拓了一个崭新的视角;通过对引导基金绩效评价的理论分析,奠定了政府导向型创业投资基金绩效评价的理论基础。General Office of the State Council promulgated The guidance comments on regulating the establishment and operation of the venture capital guidance fund;it standardizes the operation of the guidance fund and strengthens the policy effect.How to assess the performance of venture capital guidance fund affects the policy effect,and its healthy development.Different from the commercial venture capital guidance fund performance evaluation of values,we propose the performance evaluation of values based on the policy effects.The first time,we establish the performance evaluation index system on government oriented venture capital guidance fund based on the policy effects,which develops a new perspective.At the same time,by the theoretical analysis of performance evaluation guidance fund,we establish the theory of the performance evaluation of government oriented venture capital guidance fund.
