集体林权改革背景下农户林地流转影响因素分析

摘　　要：通过对辽宁省丹东、本溪、葫芦岛、朝阳、抚顺五市(县)10镇210份农户调查问卷数据,利用模型对林权改革后影响农户林地流转行为的因素按照有无林业生产经营收入进行实证分析结果表明:劳动力数量占家庭人口比重、非农收入占家庭总收入比重、林地地块数、采伐指标申请难易程度、是否知道林权交易市场和是否了解林产品价格共六个因素对于以上两类林地流转行为有不同程度的影响。因此,应加大林地流转制度相关立法,规范林地流转行为;利用资源发展绿色旅游项目,大力开展林区综合产业开发;开展多种森林经营技术培训,提高林户从事森林管护经营水平;加大林业改革的力度,建立新型的现代化林业经营模式。Based on the data from a question-answer investigation into two hundred and ten farming households who come from ten villages and towns of the five cities（or counties） of Dandong,Benxi,Huludao,Chaoyang and Fushun,of Liaoning Province,with the help of logistic model,an empirical analysis was made of the factors that affected the forest land circulation of farming households after the forest tenure reform had been made,according to the farming households＇ income from the forestry production and operation.The result showed that six factors exerted influence： the percentage of labor population in a family,the percentage of non-agriculture income in the total family income,the number of forest land parcels,the approval rate of application for quota of deforestation,the knowledge of the forest land ownership market and the knowledge of the price of forest products.It is emphasized that regulations related with forest land circulation be established to regulate people＇s behavior in the forest land circulation;green tourism be developed by exploiting given resources;it be encouraged to develop forests in a systematic way;educations for the skill of forest management be initiated to improve landowners＇ ability to manage,protect and run forest resources;the momentum for forestry reform be reinforced to establish a new type of modern forestry operation.
