科技型中小企业创新基金在广西实施的成效与分析

摘　　要：以国家实施创新基金总体情况为背景,通过翔实的数据和多层次的统计,总结了国家科技型中小企业创新基金在广西实施的基本情况,深入分析广西在创新基金申报、立项及实施过程中呈现的四个特点,进而综合归纳出广西实施创新基金的主要成效。By reviewing the general situation of implementing innovation fund across China,this paper,based on substantial data and multi-layer statistics,summarizes how innovation fund for small and medium-sized sci-tech enterprises is implemented in Guangxi,and makes an in-depth analysis of the application for,approval of,and implementation of innovation fund projects in Guangxi which have the following characteristics.They are（1） fast development of small and medium-sized enterprises;（2） the improvement of the enterprises＇ awareness of independent innovation;（3） the optimization of the distribution of high-tech industry;and（4） regional differentiation in the distribution of projects.Then the paper summarizes the major achievements Guangxi has made in implementing the innovation fund and proposes some countermeasures including easing the financial bottleneck for the sci-tech enterprises,improving the small and medium-sized enterprises＇ capacity of independent innovation,facilitating the fast development of these enterprises,and improving the innovation and business environment in Guangxi.
