摘　　要：新医改成功的基本标志是在我国真正建立起一个有效的并能持续运行的基本医疗卫生制度,而这一正式规则的建立与实施,必须有必要的非正式规则的保障,其中应特别重视并强化医学伦理道德建设,真正把医德建设等非正式规则的作用摆在保证基本医疗卫生制度建立与实施的地位上。Fundamental sign of the success of new medical reform is to really set up an effective basic medical and health system which can continue in China. The establishment and implementation of formal rules must have the necessary informal rules to guarantee,with particular attention and strengthen to the building of medical ethics. The role of the informal rules such as the construction of medical morality should be really put in to ensure the establishment and implementation of the basic medical and health system.
