摘 要:随着航空业的快速发展,传统监视系统已无法满足空中交通管制的需求,建设以广播式自动相关监视(ADS-B)为主要监视手段的新航行系统成为必然趋势。论文提出了危险碰撞概率(CAP)模型的概念,选择终端区二次监视雷达作为参考基准系统,根据国际民航组织认可的安全目标等级(TLS),得到ADS-B管制间隔标准评估的参考基准间隔,并通过CAP模型计算出ADS-B保持参考基准间隔时所能达到的安全等级。计算结果表明:ADS-B监视安全等级远低于TLS,在终端区使用ADS-B实施3海里的管制间隔标准是安全的。With the rapid development of aviation industry,the traditional surveillance system has been unable to meet the requirement of air traffic control.It is inevitable trend to build the new navigation system which uses Automatic Dependent Surveillance-Broadcast(ADS-B) as the main means of surveillance.The concept of Close Approach Probability(CAP) model was proposed,and the Second Surveillance Radar in the terminal area was selected as the reference baseline system.According to the Target Level of Safety(TLS) accepted by the International Civil Aviation Organization,the reference baseline separation is obtained which was used for the evaluation of ADS-B control separation standard,and used the CAP model to calculate the safety level when ADS-B preserved the reference baseline separation.The result indicates that the safety level of ADS-B surveillance is much less than the TLS,and adopting ADS-B to implement control separation standard which equals to 3 nautical miles in the terminal area is safe.
