摘　　要：针对济南市特有的暴雨特点,结合实例分析了位于城市防洪河道上游的济南市南部区域的规划建设对防洪的影响。通过雨水蓄渗技术和地方法规等对策支持,指导济南市南部大型居住的开发建设中雨水综合利用的实施,使该区域在建设前后雨水径流水平不变,达到"上蓄"的要求。In the light of rainstorm characteristics peculiarly in Jinan City and based on the cases,the article analyzes the influence of the planning construction of the south area located at the upper reaches of the urban flood control river in Jinan City on the flood control.Through the support of the rainwater storing infiltration technology and the countermeasures of local laws,the article instructs the implementation of rainwater comprehensive utilization in the development and construction of the large residential area in the south of Jinan City to make the runoff level of rainwater before and after the construction of this area not be changed and satisfy the requirements of storing infiltration at the upper reaches.
