摘　　要：执法者执法不公,严重影响社会稳定,阻碍社会发展。实践中",官本位"的执法观念、行政执法的法律依据缺乏、法律监督机制运行不畅、基层执法人员素质较低等是影响当前公正执法的主要因素。完善公正执法必须树立以人为本和责任行政的执法理念,强化行政执法权力监督平衡机制和功能,尽快制定行政程序法,完善行政法律体系,不断加强执法队伍建设。Law-executors＇ denial of justice seriously affects social stability and hinders social development. The factors that affect just law-enforcement are the law-enforcement concept of ＂official standard＂, a lack of legal basis of administrative law-enforcement, the operation of the mechanism of law oversight being not smooth, and primary-level law executors of poor quality. With a view to raising the level of just law-enforcement, it is necessary to foster the concepts of putting people first and of responsible administration, strengthen the function of the mechanism of supervision over law-enforcement power, draw up the administrative procedure law as soon as possible, and improve the system of administrative laws.
