摘　　要：黄河三角洲的生态经济发展必须走人与自然相协调的可持续发展的生态经济道路,但是资本短缺是制约其发展的重要瓶颈。因此,黄河三角洲地区的各级政府应该高度重视民间投资中存在的市场准入障碍,尽可能建立并完善与市场准入相关的政策法规。努力形成各类资本相互融合、多种所有制经济协调发展的经济新格局,在新的起点上大力推进"高效、生态、和谐"的黄河三角洲高效生态经济区的建设。The development of Eco-economics construction in Yellow River Delta should be an Eco-economics path of sustainable development of consonance between human and nature.However,the lacking of capital is the important bottleneck of restricting development of Eco-economics construction in Yellow River Delta.Thus,the local government in Huang Trigonometry should attach great importance to the obstacle of market access in private investment,construct and optimize policy and legislation about market access as far as possible.Efforts should be made to build up the mutual integration of various types of capital,and promote the coordinated development of diverse forms of ownership economy,so as to promote the construction of an effective,ecological and harmonious Yellow River Delta efficient eco-economic region from a new starting point,
