大型水利工程投资管理模式探讨——南水北调工程投资“静态控制、动态管理”模式实践

摘　　要：结合南水北调工程投资管理的具体工作实践,对南水北调工程投资"静态控制、动态管理"体系构建、主要做法和成功经验进行了总结分析。结果表明,南水北调工程投资"静态控制、动态管理"模式,以及其在实施过程中对激励约束机制、风险共担机制等方面的创新实践是成功的,其成果对进一步提高南水北调工程以及其他大型水利工程投资管理水平具有借鉴意义。Based on the concrete investment management practices,the system construction,main methods and successful experience of the invest mode of static control and dynamic management for South-to-North Water Diversion Project were summarized and analyzed.The results indicate that the investment mode of static control and dynamic management in the South-to-North Water Diversion Project and the innovation practices such as the excitation restraint mechanism and risk sharing mechanism etc.during its implementation are a new exploration of investment management modes for large-scale water projects.It will further improve the investment management level of South-to-North Water Diversion Project,and it may also provide reference for the investment management of other large-scale water projects.
