摘　　要：中国是世界上有影响的发展中大国,发展低碳经济,既是我们的责任,也是中国实施经济转型和落实可持续发展的难得机遇。叙述了中国发展低碳经济的现状和困境,指出了发展金融创新对低碳经济的重要性和具体措施,提出了政府在推行低碳经济中的作用机制以及需要采取的财政税收政策的建议。Since our country is an influential developing country in the world,the low-carbon economy development is not only our responsibility,but also rare opportunity for Chinese to implement economy reforms and carry out the sustainable development.This article analyzed the difficult position which the low-carbon economy development met from our country＇s present situation,proposed finance innovation development greatly affected low-carbon economy and pointed out its importance and the specific measures,the function mechanism of government in carrying out the low-carbon economy,as well as put forward the corresponding proposal for adopting the fiscal levy policy.
