摘　　要：消费需求不足与消费不公是我国经济发展过程中与消费有关的两个亟待解决的问题,事关经济又好又快发展与社会主义和谐社会建设。大力发展公共消费是扩大消费需求、实现消费公平的必然选择,应通过促进国民经济持续快速发展、加大公共消费的投入力度、优化公共财政支出结构、培育多元化的公共产品与服务的供给主体等多条路径,缩小城乡之间、地区之间和不同社会群体之间的公共福利水平差距,实现经济发展的内需拉动型增长。The lack of consumer demand and the inequity in consumption are the two important problems in consumption field which are urgent to be solved in the process of economic growth in China,for they are the key to the sound and steady growth of the economy and to the construction of our harmonious society.Developing public consumption vigorously is an inevitable choice to expand consumer demand and to guarantee consumption equity.Furthermore,stimulating the sustained and rapid development of the national economy,intensifying the investment in public consumption,optimizing the structure of public financial expenditure and cultivating the supplier of public products and services and so on are the main ways to develop public consumption.Only with these ways can we narrow the gap of public welfare level between urban and rural areas,different regions and different social groups so as to realize the economic development fueled by domestic demand.
