欠发达地区新型农民专业合作经济组织研究

摘　　要：目前我国欠发达地区农民专业合作经济组织存在产权制度残缺、民主管理机制不健全、缺少公平合理的利益机制、资金和人员短缺及国家支持政策欠缺等一系列问题。为建设有中国特色的新型农民专业合作经济组织,必须打造当地优势特色产业、建立健全以社员为主体的产权制度、加大财政扶持力度、促进和引导企业家人才的成长和完善政府支持及监督体系,从而为欠发达地区的经济发展起到"安全阀"和"稳定剂"的作用。At present there are a series of problems in regional farmers＇ specialized cooperative economic organizations in underdeveloped regions,such as incomplete of property system 、imperfect of democratic management mechanism 、lack of fair and reasonable benefit mechanism 、shortage of funds and staff and lack of state support policies.In order to build new farmers＇ specialized cooperative economic organization with Chinese characteristics,we should construct the local advantageous industries,establish and perfect the system of property right of membership as the main body,increase financial support strength,promote and guide the growth of entrepreneur talent,perfect the government support and supervision system,thus for undeveloped region＇s economic development as a ＂relief＂ and ＂stabilizer＂ role.
