摘　　要：加强地方政府债务管理是防范和控制地方债务风险的重要措施。文章以美国、日本等发达国家以及巴西、印度等发展中国家为例,说明了这些国家在管理地方政府债务过程中的一些好的做法和经验及其给我们带来的启示。Strengthening the management of local government debt is an important measure to prevent and control the risk of local debt.Taking developed countries（like America and Japan） and developing countries（like Brazil and India） as examples,this paper illustrates some useful practices,experience in local government debt management in these countries and its revelation to China.
