基于信息系统技术框架的“智慧水网”规划方法研究

摘　　要：回顾了"十一五"前后上海水务信息化随着信息技术进步,信息系统技术框架优化,信息化发展规划建设的历程,针对"数字水务"建设的现状,分析当今信息技术发展趋势,研究提出了城市"智慧水网"建设理念,根据现有和新兴技术条件下的信息系统建设技术框架的基本判断,提出"十二五"上海涉水事务信息化建设分阶段目标任务规划,描绘了"智慧水网"发展的功能效益,探索了基于信息系统技术框架设计的信息化建设规划方法,以适应不断增长的业务发展需求。The article reviews the development process of Shanghai municipal water affairs information explosion process before and after ＂the eleventh five-year plan＂ period,along with the advancement of information technology,optimization of information system technical framework and implementation of information development planning.According to construction situation of ＂digital water affairs＂,the essay analyses development trend of information technology,puts forward the idea of setting up ＂smart water network＂.In accordance with basic estimation of technical framework for information system construction by applying existing and emerging technologies,the essay proposes the planning for objects and task of Shanghai municipal water affairs information system construction by stage for the 12th five-year plan period,describes the benefits of developing ＂smart water network＂,discusses planning method for information system construction on the basis of technical framework,to meet the growing needs of services development.
