摘　　要：为进一步规范水利电子政务建设,水利部信息化工作领导小组办公室组织编制了《水利电子政务建设基本技术要求》。简单介绍了《水利电子政务建设基本技术要求》的编制目的和原则,详细阐述了该技术要求规范水利电子政务建设的主要内容,最后研究和探讨了保障水利电子政务互联互通、信息共享、业务协同等目标实现的几个关键环节,以期为水利部及其直属单位和省级水行政主管部门电子政务系统新建或改造项目的总体规划及各政务应用系统提供指导。In order to further standardize E-government affairs construction of Water Resources,information work leading group office of the Ministry of Water Resources has organized to formulate standard of《basic technical specification for water resources E-government affairs construction》.The essay gives an outline of its compilation purposes and principle,also elaborates main construction contents specified by the standard.Finally,the article discusses key points to realize interconnection,information-sharing and business collaboration of water resources E-government affairs.It is hoped that the essay can provide supervision for general planning of E-government affairs system of new construction and renovation projects by departments of MWR,subordinate units and provincial water administrative departments,and each government affairs application system.
