摘　　要：分析了美、英助学贷款政策制定和实施的具体情况,以河南省助学贷款实施的具体情况为研究实例,提出了借鉴英、美经验,构建科学还款机制,促进河南省高校助学贷款机制良性运行的具体建议。The specific conditions of making and implementing the US and UK＇s student loan policy are analyzed.With the example of the implement of student loan in Henan province,some suggestiong are put forward： referring the experience of the US and the UK;constructing scientific repayment means to promote the application of student loan system in Henan province.
