摘　　要：阐述了网络犯罪的概念,即行为人通过计算机、通信等技术手段,或其所处的特殊地位(如ISP),对网络信息和信息网络进行攻击,或以信息网络为犯罪工具和手段,实施侵害或威胁法律所保护的利益,并应受到相关法律处罚的行为。认为网络犯罪不同于传统犯罪,具有特殊性。并从网络犯罪的概念、类型、特征入手,分析了网络犯罪的成因,提出现阶段网络犯罪的防控策略。The concept of internet crime is clarified： actors through the computers,communications and other technical means,or the special position（such as ISP）,attack network information and information networks or with information network as tools and instruments of crime,abuse or threaten the implementation of the interests protected by law,and should be subject to relevant laws and punishment.It is pointed out that internet crime is different from traditional crime with its specifics.The causes of internet crime are analyzed through the concept,type and character and the prevention and control strategies are put forward.
