“健康城市”建设街道工作评估的探索  

On the Evaluation to the Performance of the Local Governments in Healthy City Program

摘　　要：评估目的是掌握各街道的健康城市建设工作情况,发现问题以改进工作,并积累评估经验以提高评估科学性。方法评估对象是上海市长宁区10个街道镇,评估内容包括过程评价与结果评价。采用"工作考核"、"协作度评价"和"满意度评价"一级指标;资料来源有资料评阅、机构调查和居民问卷调查。结果工作考核10个街道中有9个的得分率接近80.00%或以上,街道与部门工作的协作度评价平均得分率92.50%,居民评价总体稍逊于过程评价且存在街道间不平衡。结论各街道在健康城市建设3年行动中努力开展工作,积极配合上级部门,工作取得一定成效,未来要进一步巩固工作效果。The aim of the evaluation is to find out if the healthy city program is being implemented by local governments at street levels according to the plan and to learn from their experiences.The evaluation has been conducted in 9 streets and 1 town in Changning District,Shanghai,China.It includes process and impact evaluation.Indicators to measure efforts,collaboration and resident＇s satisfaction haven been adopted.Data have been collected through interviews with relational people and questionnaire.The scoring rate of ＂the efforts＂ of the 9 local governments in 10 are about 80.0%,the average scoring rate of the collaboration is 92.50%.The scoring rate of resident＇s satisfaction is relatively low.There is an imbalance in the results between the streets.The results shows that these local governments have made great efforts to implement the healthy city program and have made great achievements.In the future they should pay more attention on the improvement of their work＇s effect.
