摘　　要：目的通过对陕西省30所乡镇卫生院的基本运行情况进行分析,针对目前乡镇卫生院存在的问题,提出政策建议,为政府制定相关政策提供决策依据。方法采用描述性分析方法对乡镇卫生院的基本情况进行分析,用EpiData 3.0软件录入数据并建立数据库,用STATA 10.0对数据进行清洗和分析。结果陕西省乡镇卫生院存在功能定位不准确、人才匮乏、技术力量薄弱、政府财政投入不足和管理基础薄弱等问题。建议针对存在的问题,提出准确定位、完善乡镇卫生院基本功能,引进人才、强化人才队伍建设,加大财政投入力度,夯实工作基础,科学管理,规范行业行为等一系列政策建议。OBJECTIVE Analyze the basic operation situation of 30 rural hospitals in Shanxi Province,then put forward the policy suggestions on the present rural hospitals＇ problems for the government to formulate policies.METHOD Adopt the descriptive analysis method for rural hospitals of basic situation analysis,input data and build the database with Epidata 3.0 software,and use Stata 10.0 for data cleaning and analysis.RESULTS There are some questions in rural hospitals of Shanxi Province,including inaccuratly of function location,lack of talented,weakness of technical force,insufficient of government finance investment and weakness of management foundation,etc.SUGGESTIONS Based on the existing problems,we put forward the following policy suggestions,for example： locate the functions of rural hospitals,strengthen the talents team construction,increasing the financial investment,and so on.
