美国水资源管理研究综述及对我国的启示

摘　　要：2010年初的西南大旱进一步暴露了我国水资源管理方面的诸多问题,而美国的水资源管理一直处在世界领先地位。本文分析了美国水资源现状和管理历史,并从经济手段、管理体制、方法创新、科技运用四个角度综述了美国水资源管理的具体办法,并借鉴美国的管理经验对我国水资源管理的现状,提出了我国水资源管理的改进建议。对我国水资源管理的优化和改进具有参考意义。Drought which happened in the southwest of China in early 2010 highlights lots of water resource management problems in China, while the United States has kept the leading position on water resource management all over the world. This paper firstly analyzed the current situation and management history on water resource of the United States, and then summarized specific measures on water resource management from four aspects which were economic measures, manage- ment systems, methods innovation and technology application. Finally, with the learning from U.S. management experience and in connection with the current situation of China, this paper gives some suggestions for improvement of water resource management. The enlightenment and advise have a practical value in optimizing and improving the water resource manage- ment in China.
