山西省耕地资源评价与可持续利用对策

摘　　要：山西是一个人均耕地资源不足、耕地质量较差、后备资源缺少的省份。改革开放以来,耕地被各类建设用地大量占用,数量持续减少。"十二五"时期是山西省全面建设小康社会、实现转型跨越发展的重要时期,经济建设用地需求必将旺盛,耕地资源保护将面临更大的压力和挑战。因此,必须采取法律、行政、经济、技术等方面的综合措施,保持耕地总量相对稳定,耕地质量和生态环境日益改善,耕地综合素质和抗灾能力大力提高,实现耕地资源可持续利用。Shanxi is a province with limited resources of the cultivated land per capita,poor land quality and is lack of backup resources.Since the Reform and Opening,a mass of cultivated land was occupied by kinds of constructions,which led a decrease in cultivated land quantities.The moment of the 12th Five Year Program would be significant for Shanxi to build a well-off society and to achieve development of transformation and span.On this basis,land requirements of economic construction must be thrive.Furthermore,the more pressure and challenge would be faced for the cultivated land resources.Hence,comprehensive measures in law,administration,economy,technology and so on should be adopted to keep the amount of cultivated land in stable,to improve the quality of cultivated land and ecological environment,and to realize remarkable improvement in the general quality and ability of anti-disasters for sustainable utilization of the cultivated land.
