摘　　要：目前在我国长期居留和定居的外国人口正在高速增长。对外国人的管理从以往重视入出境边防口岸的查控延伸到对境内外国人居留管理的加强,对社区内外国人的管理也成为公安工作的一个新的任务和课题。相形之下,我国有关外国人入境及居留管理的法律法规,内容滞后,不能适应外国人管理的现状,对外国人社区化管理存在制度空白和盲点,需要大力加以探索和改进。The foreign population of longterm residence and settlement in China is growing rapidly. The management of foreigners extended from the past emphasis on inquiry and control in the entry and exit borders to the strengthening of management of the resident foreigners so that the community alien management has become a new task and issue of public security work. In contrast, the delayed China＇s laws and regulations on the entry and stay management of foreigners can not meet the status quo of the alien management. There are system gaps and blind spots in the community alien management needed to be explored and improved greatly.
