加强执政能力建设必须提高社会管理科学化水平

摘　　要：本文在阐述我国社会结构深刻变动、思想观念深刻变化、社会矛盾交织凸显、生产力仍不发达等基本国情的基础上,指出社会管理环境的深刻变化对我党的执政能力提出了新挑战。加强和创新社会管理对提高我党的执政能力提出了新要求,要抓住社会管理的中心工作,强化社会管理的基础工作,着力解决社会管理的突出问题,实现社会管理的基本目标。提高社会管理科学化水平对执政能力建设提出了新课题,应当牢固树立科学化的社会管理理念,着力完善科学化的社会管理体制,积极建立科学化的社会管理机制。Based on the facts that the social structure has greatly changed,that the ideologies are entirely new,that social conflicts emerge again and again and that the productivity is not high in China,which lead to a new challenge to the governing capacity of the Party.This makes new demands on the governing capacity of the Party to strengthen and innovate social management.The authors think that social management is the central task of the Party.The fundamental work of social management should be done with greater force and hair-trigger social problems should be solved with greater efforts in order to reach the goals of social management.Since it is a new task for the Party to increase its ability of scientific social management,it should be equipped with a philosophy of scientific social management.The system of social management should be more scientific and a more scientific mechanism should be set up.
