娄底市农村小水利调查及对策研究

摘　　要：本文通过对娄底市农村小水利调查结果的分析，指出娄底市水利建设的成就，及农村水利建设中也存在着储排水设施淤积和渗漏水严重、水利设施严重老化、农村小水利管理松弛、农村饮用水安全工程建设有待继续加强、节水措施不力全市水利建设不均衡等问题，同时分析了解决问题的相关对策，如摸清家底做好农村小水利建设规划编制工作、加强乡镇水利站及乡村水管工作人员队伍建设、加强对农村水利建设与保护的方法指导、加大对农村惠农政策及水利设施保护、节水灌溉的宣传等。By analyzing the investigating results of small - scale water eonservancies in Loudi, this article points out the achievement of the construction of water conservancies in Loudi and problems like the sediment deposit and leakage of drainage installation, the aging of drainage installation, the lax management, the improvement of security of drinking water, the unbalanced development of water conservancy, etc. It also analyzes the countermeasures to solve these problems by improving the layout of water conservancy, strengthening the management of staffs in water conservancy stations, enhancing the instruction of construction and protection of rural water conservancy, and promoting the policies in water saving.
