现阶段我国利益集团影响公共政策制定的思考——以《国有土地上房屋征收与补偿条例》的制定为例

摘　　要：随着我国社会多元化和民主化发展,利益集团在公共政策制定过程中的积极意义越来越受到人们关注。但是受"政府中心论"等惯性思维影响,利益集团参与政策制定仍面临着种种困境。拟从《国有土地上房屋征收与补偿条例条例》制定研究出发,提出完善利益表达机制、规范政策制定程序、均衡利益集团的发展等策略以更好地促进益集团参与公共政策制定。Public policy is governmental authorities′ re-distribution of social value,and interest groups,work as the major non-official policy makers,play a very important role in public policy-making process for providing information and improving policy proposals.However,due to the institutional barriers,errors of awareness,uneven development and other reasons,at present it is still difficult for Chinese interest groups to take part in the policy process which causes they can not play their due roles.With example from the making of Expropriation and Compensation Ordinance of the housing of State-owned land,this paper explores the ways of optimizing the positive impact of public policy through the improvement of interest expressional institution,the specifications of policy-making process and the balanced development of interest groups.
